The fact that you can play the exiled cards as long as you control Lightning is a nice bonus, but the lack of Haste here really kills the card, in my opinion

Use the cantrips to set up your early turns (and occasionally plan out a timely Miracle Temporal Mastery), Spreading Seas to slow them down, hopefully flash in Dictate of Kruphix on their end step, untap and hold up Cryptic Command or Gigadrowse, and then cast Time Warp on Turn 5 and never pass the turn back to them
It's also important to note that this isn't specifically designed for the ranked meta, and while you can win and gain levels if you get lucky consistently, the deck isn't really built for climbing high in the ladder - though the YuGiOh Master Duel Six Samurai deck is good for this
